# PENGO-E003 — Interpretation after the preregistered stop

**E003 failed because the planner could survive the segment but could not
reduce the six remaining ACT 3 objectives. The bottleneck shifted from
survival to task progress.**

This conclusion is local to the recorded segment and frozen policy. The
retained trace has zero detected deaths; it is not a verified completed ACT3,
a full-game run or proof that survival is solved in all situations. E003 stops
at its already registered25-decision progress watchdog, not at frame-budget
exhaustion. No remaining budget is repurposed into another planning attempt.

- 9790: best verified planner trajectory, including the later diagnosed death.
- 9090: endpoint score observed in incomplete E003, not a new verified record.
- E003: useful negative result, six objectives remain with counter3 lives.

The phase gate rejected156 early-death suffixes,147 death-animation suffixes
and40 UNKNOWN suffixes. These are rejected branch observations, not deaths
on the retained tape or independent gameplay trials.

Next is E004 Objective Reduction Analysis: reconcile the six objectives,
inspect real6→5 events and reachable interaction configurations, and report
conservative proxies for distance to useful action. No new search starts.
Diamond mechanics/values remain a separate unexecuted prerequisite to scoring.
