NUL has12 differences in later historical censoring of an earlier proved
ACK. The revised offline criterion is explicit and frozen in E052v1.2.

Only launch new namespace m03-a06c-v1-2 after proper native E051v1.1 PASS
with all speed manifests false and E052native-admission-v1.2 PASS on163
retained traces. Software-only PASS never activates this adapter. Same
root43453/95,070 observed,policyv5,20workers,width8/depth6,45minutes,
50M frames,40watchdog and all budgets/verification/publication rules of
ATTEMPT06-v1 and OPERATIONS-v1.1. No scoring-policy or physical-worker change.
Both native final manifests must match explicit accelerated=False. Preserve
all nulls,old files and costs. No new milestone without final healthy
independent native promotion.
